Dr. İbrahim Yavuz briefed Minister Kacır on the projects and activities planned by the Technology Development Zones Association (TGBD). Highlighting the association's initiatives, he noted the organization of training programs, events, and meetings for managers and staff of technology development zones. Dr. Yavuz emphasized the association's commitment to enhancing the management quality and competencies of technology development zones by launching new projects.

He also addressed Minister Kacır with questions from technopark companies, management firms, and R&D personnel, focusing on issues related to tax exemption processes.

Evaluation of Proposed Tax Regulations

During a recent TGBD Board meeting, the association discussed concerns raised in public and media about proposed tax regulation changes, such as the removal of income exemptions for technoparks and the introduction of a cap on salary exemptions for R&D personnel.

Reflecting on the potential impact of these changes, Dr. Yavuz highlighted the contributions of the 102 technoparks in Turkey, which house 10,547 companies, 2,935 incubator firms, and employ 111,638 personnel. These technoparks play a critical role in the nation's R&D and innovation ecosystem, particularly in software, IT, defense, biotechnology, health, agriculture, energy, and digital transformation. He stated that technopark companies have achieved ₺476 billion in total sales and $10.6 billion in exports.

Dr. Yavuz stressed that the success of this ecosystem has been largely driven by the infrastructure and incentives provided to companies, students, academics, and entrepreneurs. He underscored the importance of aligning with national strategies such as the Medium-Term Program, Presidential Program, 12th Development Plan, Digital Transformation, Artificial Intelligence, and Cybersecurity Strategy, and the National Technology Initiative to further support technoparks and R&D centers.

Dr. Yavuz expressed concerns that implementing the proposed regulations could negatively impact the entrepreneurs and firms operating within technoparks. He assured that TGBD, in collaboration with relevant authorities such as the Ministry of Industry and Technology and the Ministry of Treasury and Finance, is actively engaged in consultations and closely monitoring developments.

Strengthening Collaboration Among Technology Development Zones

Dr. Yavuz emphasized the pivotal role of TGBD in fostering collaboration among technology development zones. He stated that the association organizes meetings to provide information on tax incentives, financial applications, and regulatory procedures. He highlighted that this collaboration enhances the sustainable growth and competitiveness of technoparks, contributing significantly to the country's economic and technological development.
